Project name: PLASMAR – IDENTIFICATION AND INFORMATION COMPILATION OF COARSE COAST AGGREGATE ZONES IN THE AZOREAN AUTONOMOUS REGION
Framework: In the Azores, the extraction of aggregates above 50mm, including the designated beach cobbles, is legislated by the Regional Law Decree n.º 31/2012/A, of July 6st, that restricts in which coastal zones the extraction can be made. Besides, the point n.º 5 in the article n.º 4 from the same Law Decree allows the Regional Government to determine which zones are forbidden to extract those kind of aggregates.
This regulation lists the forbidden areas to extract the beach cobbles, which are stated by non-mapped references, not allowing to know specifically where the extraction activites are authorized. The Decree n.º 51/2013, of July 10th 2013, recommends the beach cobbles extraction in some places that are incompatible according to the Regional Law Decree n.º 31/2012/A, of July 6th.
Additionally, some of the previewed beach cobbles extraction zones listed in the Decree n.º 51/2013, of July 10th 2013, can be now depleted, demanding the search for alternative extraction zones.
Survey all the existing legal spatial constraints, with the corresponding mapping;
Spatialize the geographic restrictions, determining all the forbidden extraction zones;
Verify access conditions by land and sea for the beach cobbles extraction activity;
Delineate coastal zones recommended for beach cobbles extraction;
Define priority areas to perform geologic and/or geotechnical studies to assess this resource availability as well as the impacts resulting from its extraction in sensitive areas;
Identify necessary changes to the legislation to obtain a demand and supply balance without damaging the environmental factors.
